Aaron Montz, again, did a great job as moderator. About 30 people were in the audience.
Briggs -
Mostly spoke in wide generalities. It reminded the SCB of the pageant contestant that wants, “Peace and love for all of mankind everywhere” but no plans on how to accomplish it. One specific - he would like to have a Jail Administrator if elected, and reinstate DARE program. He did not come across as a leader, and actually seemed quite nervous, having to pause many times during his answers, because he didn’t have an answer or a plan of action on accomplishing goals.
Steyer -
Did not believe that is was possible to comply with current laws which pertain to jail over-crowding,
Will not require employees to take continuing education courses if they don’t want to;
No increase in Road Patrols
No technology advancement for the deputies or for website information for the public (Sandusky Co. Sheriff has a good site)
No reinstatement of DARE program
And the SCB favorite…He has a 3 year old at home, his wife works evenings, and this is almost a direct quote “It doesn’t matter how many hours are spent at work, it has nothing to do with the job” and our current sheriff isn’t going to work evenings or weekends, because he has to babysit his child. “The office is an administrative position” The SCB enjoyed this insight since apparently nothing happens in the evening or on weekends, which require the attention of our sheriff, like major accidents, rapes, murders, B&E’s, drug sales or the like.
Repeatedly blamed the County Commissioners, everything is their fault because he doesn’t receive enough funding.
Did not seem concerned about pending lawsuits
Stevens -
Wants policies and procedures updated, some at the sheriff’s office have not been reviewed since Neff was in office seven years ago.
Will meet with township/village/etc officials on a regular basis to hear their concerns
Will have the jail compliant on regulations
Will add computers into vehicles and increase information on the website, freeing up time and office personnel.

Doesn’t seem to be much question as to how cranial voters will act in the polling booth.
Stevens has my vote. I listened to him talk at a twp meeting. He sounds like he has a plan not only for the jail but for the whole sheriffs office. Good luck to him.

I agree – if you are not satified with the level or quality of law enforcment in Seneca County, then Stevens is your man. Fred is inspired, energetic and dedicated – he’ll make us proud.
Thank you for the coverage here in the blog and I too was quite disappointed that there was no active media coverage from our local press. I feel that I did well at the forum because I came prepared. I didn’t enter this race to come in second or third, I thought it out and have a strategy.
I have a 4 year strategic plan to phase in the things that I want to accomplish out there already written out. I have always attacked a goal that I have set my sights on with passion and direction and this will be no different. So I was able to come up with questions of my own that I thought would be asked by the moderator and practice what I would say.
I thought long and hard about posting on here only for the fact that I have heard rumors coming from the S.O. that I have posted stuff under different screen names because the majority of stuff posted about the Sheriff’s race favors me in particular. Well, this just isn’t true and I am a “what you see is what you get” kind of person so I wouldn’t cheat or dishonor myself by providing a false platform to make me look good. I entered this race on my integrity, honesty, work ethic, and to stay the high ground by running a positive campaign.
I can tell you until my face turns blue that I will do this and I will do that and I will be the best candidate since Lincoln to run for office but what the race really boils down to is past performances. I have laid my past out for anyone with the interest to listen to me or to visit my website. I have hid nothing and have nothing to hide. I will be open, honest, and above all actually care about what the citizens of Seneca County views are about the Sheriff’s Office.
Yes, I know that people will not like the S.O. because we have to arrest people, but when enough of the community is telling me that things are not right in specific areas of the S.O., then where there is smoke there is fire. Every Township and Council meeting that I attended (and I attended them all) had the same general complaints about what they feel are their concerns.
To ignore that flies in the face of reality. As Sheriff, I would be elected by a majority of the people, so that means I am accountable to the people. I will not be appointed by the Commissioners so I am not accountable to them but again, to the people of Seneca County.
Therefore, I must provide the services that they are asking for and provide them with professional, progressive, and proactive services to boot. Without a purpose, mission or direction your just treading water. That is why I think it is important on day one to have a vision and mission statement prepared and ready to go. One that is workable and that the employees can buy into.
It simply is not enough to put people on the road or in dispatch or in the jail and expect them to perform to high standards. Some will and some won’t. By instituting performance evaluations and having supervisors trained in how to properly evaluate and perform counseling sessions, and the supervisors themselves evaluated on their performance, you will get a better employee. One thing that is forgotten quite often is that we are public servants. The Oath of Office that everyone took is not just words on a piece of paper for me and I have a 23 year history of public service so it is an integral part of my being.
I will stop for now but I just wanted to add to the discussion that I was prepared at the forum, I was prepared when I entered the race, I have prepared myself through my past work experiences and jobs, police and civilian education, various schools and trainings, various different positions within the departments I have worked for, and I am prepared to be the next Sheriff of Seneca County.
This isn’t something that I take lightly. I want to do it for the right reasons, to make a positive change and build on the things that are going on out there and start some things that have been cut and to institute new ideas and energy and direction. I honestly believe that their are hard working employees out there that are willing to try different leadership. Not everything out there is broken, that is not why I am running. If I didn’t honestly think that the employees of the S.O. were worth the time, dedication, effort and money then I wouldn’t be in this race. I am ready, willing and able to work with, not above, the employees out there.
Thank you to everyone that is on here that is willing to vote for this change and I truly do mean what I say when I say that if you have a question, comment, or opinion about me or my qualifications, education, or experiences or my platform, don’t listen to rumors or second hand information. I have only posted 2 or 3 times …..
My 2 major problems with Fred’s campaign (and I like Fred) are: #1: His statement that he has a Master’s degree (yet still has 5 classes to take). My degree wasn’t a degree until I had all the classes and was approved by the head honchos. Has that changed in Master’s programs in the last 5 years?
#2: It is unlikely that Fred can be in full BAD compliance and keep ICE. Daily local counts run around 100. To be BAD compliant, counts cannot go above 128 (give or take a couple, I don’t recall the exact number for compliance). I doubt ICE will stick around if he only hold 30 for them, where now the jail holds around 100 ICE.
That said, Fred has a lot of good ideas and would probably be a good sheriff.
I don’t remember: Why not post with your real name then? I am quite sure that you know the exact number of counts it is to be compliant as there seems to be a concentrated effort to take what I say and twist it into rumor. This is coming from the jail and certain persons within the S.O. that I already know but will not repeat their names because that is not in my nature to hold grudges. I take it in stride because I know that those persons FEAR the change that I represent and that I intend to do away with the good ole’ boy system and introduce performance standards.
Let me reiterate exactly what I have said on the issues you bring forth.
#1 – I tell everyone that I speak with and it is clearly posted on ALL my literature and my website that I have a 2 year, a 4 year and that I am 5 classes short of my Master’s Degree. That it was my intention to have it completed this May but I took a semester break to run this campaign. If you doubt that I will obtain my Master’s Degree then frankly you don’t know me very well or at all as I spent 10 years getting my 4 year degree because I paid for it myself and took 2 classes a year. I am a very determined person. As for not being approved, I am currently in the Master’s program and once accepted and enrolled you are in it as long as you continue to meet these requirements:
-Complete it in 6 years
-Cannot get 3 C’s or you get kicked out
-Cannot get below a 3.0 GPA
So I am accepted and enrolled as I have completed all but 5 classes and I currently am holding a 3.6 GPA. I am extremely proud of my 2 previous HONOR degrees and will most likely graduate with HONORS with my Master’s Degree.
#2 – Just because the current Sheriff cannot come into compliance doesn’t mean that I cannot. This is where the lawsuits are going to keep coming from (including the current ones)as it doesn’t take a very smart defense attorney to point out to a jury that the jail is not even state compliant.
If you would have taken the time to listen to my talks out in the township or at the forums to even call me directly you would have heard that I have absolutely no intention of doing away with ICE ever. That is also assuming that the Federal Govt. will continue their practice of sending us the immigrants.
So with that being said, the way to become compliant is to simply build the second floor that was supposed to have been built originally. Or in case that they didn’t make provisions to add that, then to build a side by side one. Adding 60 more beds will allow you to hold 120 immigrants in their own area AWAY from the local population and allowing the regular jail area to get back into compliance. Win / Win for everyone involved and the money spent on the new facility can come from, you guessed it, the ICE program. This needs to be tapped immediately and fought for aggressively while the getting is still good because this program might not last forever.
I never said that compliancy would occur overnight but I see no reason that it cannot be a major goal to strive for and to accomplish within the first or second year. It will take an aggressive leader to take charge of this project and work with ALL the current employees and commissioners. It will also INCREASE the jail employees not DECREASE them.

I have heard both you and your opponents present plans to address deputy road presence, but do you have any plans to increase the presence of the SO Detective Bureau in the county? I understand popular opinion believes laziness is a large issue there, but I believe it is more to do with being over-worked at times. Perhaps I am mistaken, but isn’t there currently just one detective in the Detective Bureau? I know that budgets are thin, but one detective cannot service the entire county effectively.
I appreciate that you plan to be a full-time sheriff (not just day shift as the incumbent serves), but I believe that the Detective Bureau needs more man hour help than even you could realistically provide as sheriff.

dragonalum: Hello to another T.U. alumni and thank you for your question. I just got back from the Republican Lincoln Day dinner and will attempt to answer your question.
You are partially correct in that only one detective is currently in place. There is a second detective that is assigned to Metrich and does help out but it is my understanding that Sheriff Steyer is looking into putting another one back there so there may be another detective in place before I would take over.
I agree with you that one detective is not very effective and will assess what can be done to increase that division. My ideal goal would be to bring it back to the 3 detectives it used to have and at the very least to add an additional one right away if it is not done by the time I get out there.
I do not know firsthand information on the first part of your question about laziness and won’t subject myself to rumor or 2nd hand info so I will determine that once/if I am elected by reviewing all cases and case loads and what is being sent to the detective division and what is being turned down, what is being solved and the effort that is being put into not only that division but throughout all the office.
Working at Tiffin PD as a supervisor and in the Detective Division has given me a good insight and direction on what can be sent to the Detective Division and what can be handled on the road. Certainly having trained Deputies that can process crime scenes will be a huge benefit to handling the minor and in between cases. The major cases should go to the Detective Division just so it frees up the road deputies to do the normal shift work and they aren’t tied up doing long follow-ups.
This is fairly cheap training and can be accomplished quickly by bringing in an instructor and getting training from Tiffin Detectives.
So to reiterate and clear up my stance: Training for ALL road deputies is the first starting point. A policy that spells out what is to be turned over and what can be handled by the road deputies is the second part and supervisors enforcing the policy is the third part.
No, this topic was not discussed but is something that I have given more than a passing thought too and realistically until I actually am the incoming Sheriff I will not have full access to the records, budget, and personnel files that I would need to make an informed decision or to make a proposal to the Commissioners.
I hope that this answers your question adequately enough and doesn’t come off being a “political” answer. If you have other questions feel free to ask them. No question is too tough! or at least shouldn’t be!
I haven’t been able to attend any sessions that I have been aware of due to my work schedule, so I have taken some information from your flyers and some from those who have attended sessions. Your flyer states that you have a 2 year, 4 year and Masters degree (5 classes short). I feel that can be read as though you are saying you have your Masters. I know the effort a Masters takes. Doing research, passing an IRB, completing a study, analyzing data and writing a thesis (at least for an MS) is time consuming and difficult. That was my issue: wording. I understood what you meant, I wasn’t sure that it wasn’t misleading (my opinion).
At the Young Republicans meeting, my understanding is that you said you would buy a futon and not leave the office until policies were updated, etc. and the jail is in full BAD compliance. I was stating some of what it takes to be in compliance and how I can’t see that happening short-term.
How do you plan to get the Commissioners to give you the money the jail earns to fund your tech wants?
I am all for the things you are proposing. I think technology advancement at the SO would be a great thing in every avenue you have mentioned. I think you would be a good Sheriff. Would you be great? I would have to see you in action.
I may have not yet made up my mind. And even if I have, as I tell my wife …….. it’s a secret ballot.

During this campaign a number of individuals told me about items being said by nameless people on this site, but I had no desire to either read or respond to these statements until now.
I read that Steyer ”will not require employees to take continuing education courses if they don’t want to”. In 2007 the Seneca County Sheriff’s Office had 100% compliance, for the required training the state of Ohio selected, for both the full-time deputies and our reserve deputies. As a result of this 100% compliance we will receive over $8,000 from the state of Ohio for training in 2008.
Of the 45 Correction Officers working in the jail, they received a total of 3051 hours of training, or an average of 67.8 hours per officer. Only two of the 45 Correction Officers failed to receive their mandatory 24 hours of training, and of those two, one missed by one hour, and the other was two hours short of the mandatory training.
Concerning my statement, I believe I did make a statement concerning NOT FORCING individuals to go to training, but I never said they were exempt from attending mandatory training. During my career I have attended too many seminars that students introduce themselves, and are asked to respond to why they are in attendance at this particular class. I have heard too many officers say they are here because their Chief, Captain, or someone told them they had to attend. These same individuals “add” nothing to the class, and they can’t wait till the next break or lunch time. It is a waste of money to send individuals to additional training they have no desire to attend.
Employees at the Sheriff’s Office who desires continuing education submit a request for a particular class they want to attend, and depending on the schedule, we usually try to accommodate their request, and I believe during the past two years while Sgt. Reinbolt has been in charge of training, nobody has been denied a class they requested. I have paid for numerous training classes for Deputies from my Furtherance of Justice fund.
Why people think I am against training, I do not know. Since becoming a police officer I have earned my Bachelor and Master’s Degree in Criminal Justice, graduated from the FBI National Academy, the Ohio Association of Chiefs Of Police, Police Executive Leadership College, and too many training classes to mention.
I also read “No technology advancement for the deputies”, I guess that depends on your definition of technology. Since I have been Sheriff a new communication system has been installed, including new radios, and two new radio towers (Bascom & Republic), which I have to give most of the credit to Dan Stahl and the Fire Fighters of Seneca County. However, we have purchased a new Evidence Tracking software for our evidence room, purchased digital recorders and cameras for the patrol division, and continue to replace outdated computers.
In the Jail, last year we received a $38,000 grant for an Automated Fingerprint Identification System (AFIS), which greatly reduces time needed to process inmates fingerprints. We recently purchased a “Kiosk” system, allowing family members of inmates to make direct deposits into an inmate’s commissary account from their own home, and from the Sheriff’s Office lobby. This will greatly reduce time and possible accounting errors by correction officers, plus after our initial assessment of the system, it appears our commissary profits are increasing. These profits can be used to purchase needed supplies which benefit the inmates.
“No reinstatement of DARE program”, was also mentioned under Steyer. I have written numerous grants for DARE in my career, and I used to be push DARE training for young students, but I believe if I was going to have a deputy in the school systems I would prefer a Student Resource Officer (SRO).
You can read various studies that have been conducted about the effectiveness of DARE, but I believe most of them are saying it does not keep our youth drug free, but it helps to develop a relationship with law enforcement and our community. I was honest when I said I was not interested in starting a DARE program back at the Sheriff’s Office; however the other two candidates said they were. Both either were or have been police chiefs and neither had a DARE program in their villages. The one candidate seemed so passionate about the DARE program, and he could get grants for it, plus he implies he will be able to get all sorts of money from the Commissioners for his office, once he becomes Sheriff, yet he cannot convince his Chief or the City Fathers to have DARE in the schools. This same individual will have a DARE program at the Sheriff’s Office, why not now where he is working or when he was a Chief?
“No increase Road Patrols”, I have no idea what they are talking about here, every year I ask for additional deputies, and I have increased our road patrols by three deputies since I became Sheriff. Plus, I try my best to bring in as much revenue as possible to get additional deputies.
“Did not seem concerned about pending lawsuits” No I am not concerned about the pending lawsuits. The two lawsuits pending have nothing to do about having different policies and procedures being re-written. The one lawsuit involves a female, who checked herself into the county jail on a Friday afternoon after 4:00 p.m…We sent the paperwork to the court that issued the warrant advising the court we have her in custody on Monday morning as soon as it was opened. The court set her court date for Thursday, which we then transported her to the court for the date and time we were told. As the Sheriff I have no authority to tell a Judge when to have court, we follow the courts orders. The Sheriff’s Office did nothing wrong.
The other lawsuit originated from a mistake in 1998 (before I was Sheriff), in which two brothers were arrested, who have almost identical SSN’s, and their fingerprint cards were mixed up. A human error, which I doubt will happen since we now have the fingerprint computer and this type of mistake will not happen.
Concerning Policies and Procedures, in the Fall a former Sheriff who is recognized by the Courts as an Expert Witness on Jail Administration, spent two weeks at the Seneca County Sheriff’s Office assisting us in updating our Jail Policies and Procedures, and he is still working with us. Prior to this he also helped train our Correction Officers for their roles in working are two “Direct Supervision” blocks in our jail.
Under Stevens you wrote “Will have jail compliant on regulations”, but you failed to say when. Currently we are allowed to have 127 inmates in the Seneca County Jail; in 2007 we averaged roughly 200 inmates a day, with 100 local inmates, and 100 Immigration detainees.
We need to house more than 27 ICE detainees daily at the Seneca County Jail, if we hope to keep working with and housing for ICE. On certain Tuesdays we deport more than 27 ICE detainees, transporting them to Toledo, and if we cannot even keep their short termers at the jail, ICE will be looking for another jail.
Yes we could build more bed space, and it took me too many years to get the last building completed. One of the main reasons for the Commissioners delay is that we have no contract with ICE. No guarantee that they will keep so many ICE detainees in our jail per day, they built this building on our long history with ICE and the anticipation it will continue.
You also act like I am not available 24/7, which is ridiculous, I have my cell phone with me almost 100 % of the time, but there has been a few times I forgot to carry it with me. Also, I still come to work early on some Sunday mornings when my wife and son are sleeping to catch up things, and you can ask the dayshift if this is true.
It is true I do not respond to major crimes, I have faith in our deputies and detectives to investigate properly, plus I have responded to the office, in case they should need extra supplies, equipment, or manpower for their investigations. I see my job as trying to provide what the deputies need to do their job. Also, I am a firm believer that you should limit the number of personnel at a crime scene, for obvious reasons.
Concerning our detectives at the Sheriff’s Office, Sgt. Reinbolt and Sgt. Joseph, whom I believe are very dedicated, trained, skilled investigators, and who may not be liked by all, but with my experience in law enforcement everyone is not going to agree with you or like you if you’re doing your job. . These two detectives are not lazy as you have implied, they both work very hard, and for the most part, you have no idea what these two do on a daily basis. Then for Stevens to say our deputies do not know how to process a crime scene, and that detectives from Tiffin PD can train our deputies, is unbelievable to me.
Our deputies do process crime scenes, and they already do follow-up investigations for the crimes they respond to, freeing up our detectives time. For some reason if they should have any questions about processing a certain item at a crime scene, they have called Sgt. Reinbolt or Sgt. Joseph, to assist at a scene. I am not saying these two detectives are any better than other detectives in Seneca County, but with their years of experience and training, they are definitely equal.
I particularly take offense to Stevens saying “I take it in stride because I know that those persons FEAR the change that I represent and that I intend to do away with the good ole’ boy system and introduce performance standards”. Once he wrote this I had employees tell me they do not FEAR any change he might represent. If Stevens would talk to more employees instead of a few select, he would learn that the employees are very hard working, they know their jobs and work very hard at the Sheriff’s Office, I think they only thing they might fear is your negative attitude towards them, that they are lazy, they do not do their jobs. The “good ole’ boy system” I have heard that so many times, come up with something new, or state facts.
One last thing – this is way too long but this will be the only time I will respond. My wife does work the evening shift and I normally take care of my son when she is working. She usually works Saturday and Sunday, leaving only 3 weekdays that she is not home. Yes my son is very important to me. I lost a lot of time with my daughter when she was growing up, and I do not want to repeat this with my son. Concerning my daughter and education, her education as well as any education is very important to me, and I always wanted her to receive a college education, which she has and she will complete her doctorate program shortly.
Sheriff Steyer, I read your posting and have some questions.
#1. You point out that you brought someone in to assist you in updating your jail policies. My question is WHY did it take you SEVEN years to do this. Funny how you are doing this in an election year when you have someone running against you. You failed to address how many other policies you have updated. I wonder if I requested a copy through public records laws when the last time they were updated?
#2. I see you take credit for putting more deputies on the road since you have been Sheriff. How many of those people were added through funding that you went after. One of the came from the FOSTORIA FOUNDATION. I hope you aren’t trying to take credit for what the citizens of Fostoria did.
#3. You say people at your office don’t FEAR change. You are correct in that in some aspect. The 95% of hardworking deputies don’t fear change. There are 5% that do fear change(Sgt. Beier taking out a petition to protect the cushion). You don’t think you have a good ole boy system out there? Then why don’t you have the BSSA assist in promotions instead of a Captain and Sergeant who will lean towards those that suck up to them? Do you currently have performance standards? If you do and people don’t meet those performance standards are you taking action to see that they get the training they need to better themselves?
#4. I don’t see where Fred Stevens said all of your deputies don’t know how to process crimes scenes, but I am sure you know that you have some that have no clue how to just as I am sure the villages, Tiffin and Fostoria police have. I have also heard of deputies trying to call Sgt. Reinbolt out to a scene for his help and he has refused to come out.
#5. I wonder how many other sheriff’s don’t respond to any major scenes. One would think at any major crime or really bad situation the commanding officer of the department should be present.
#6. As far as training who gets to go. I heard Reinbolt just got back from California for training. I have also heard that only a select few get their mileage and meals paid for when they are at training and the rest have to take care of it on their own.
#7. Since you are posting on here and want to attack Fred Stevens then why don’t you go ahead and answer some of the other bloggers questions. How long did you spend in the eastern hemisphere?
#8. How many commissioner meetings have you attended this year and stayed there for the whole meeting?

It would appear that we have some disgruntled employees of either the present or the past on posting here. What’s the matter boys and girls, get told no too many times to something you wanted.
It is too bad that some people only see the negative it everything. If you feel that bad about where you work then find another job. Or have you done this too many times already?
Is the fact that you want someone new in the top spot so that you feel you can buffalo that person into giving you the things that you want and you only have a change to do this every four years?
Don’t you think in short time a new person would figure you out and start giving you the same response, no.

wow – I am not a former employee, nor would I be seeking employment should a different person get into the sheriff’s office. And don’t assume that the bloggers are ex-employees either, because that is not the case. I have nothing to gain.
I am just a citizen, a person who voted for Steyer the first time around, as did perhaps 70% of the voters. If you recall, Steyer’s opponent was Neff. That wasn’t much of a decision, and I had hopes that Steyer would do a good job. After suffering through the antics of Neff, I, like many voters wanted to elect someone we could be proud of in office, but he hasn’t treated the office with respect.
Steyer, while in office, spent a total of months as near as I can figure in Romania, to work helping Romania develop their law enforcement. His wife stayed here. While in Romania, Steyer met his now wife. Steyer then pursued a job connected with the US government, so that he could stay in Romania. That fell through, so he came back to Seneca County, divorced his wife, and married his current wife. Both of Mr. Steyers wives are fine women, and I mean no disrespect to them or their children.
I say this because Steyer was representing Seneca County, Tiffin University, and law enforcement in general. I do not expect people to be perfect, but Steyer had no intention of staying in the US. He abandoned his post, and came back by default.

I think that allforjustice has made several good points. I guess it is okay for Steyer to come on and sound off and then sign off with “this will be the only time that I respond” I give Stevens credit for answering every question on here. But we may be missing the larger point being expressed by Steyer. That he is not accountable to anyone as an elected official but the almighty dollar that is. How come he won’t answer not only allforjustice’s legitimate questions but also doesn’t respond to community complaints.
I agree with you somewhat Wow! in that if you don’t enjoy providing the service that you took an oath to do, then leave. I don’t think the issue is so much with the working employees out there but the non-working ones, which you sound like. Since things are in your favor these last 7 years why would you want to change?
As for your comment about trying to find other jobs, maybe you can ask your buddy the Sheriff if he will be around for the whole term or will he keep looking for government jobs in Romania and elsewhere this term. He already tried again up till the end of last year.
Yes, there are some people on here that take pot shots but overall I think it is informative to most of the candidates especially the ones that take the time to post replies and rebuttals.

My initial response was to post a fact by fact posting answering every vitriolic comment, rumor, and plain attack that the sheriff posted about me. Yesterday I received several calls about his post and as it was during my daytime working hours I was not able to personally view it. I was able to view it after I got off of work at 5pm and immediately typed my response. This ended up being a full 3 pages of facts and counter attacks. I didn’t immediately post it though and went to dinner with the wife and friends for our 16th Wedding Anniversary (actually 4th due to leap year, and before you yell at me ladies it was my wife’s idea to get married on leap year!). When I returned I re-read it and though it was nice to get some of those things off my chest, I didn’t feel it was appropriate to attack another candidate the way that I was attacked and I had made a promise a myself that I would not do that and would be able to look at myself in the mirror at the end of this campaign and know that I got elected on my merits, qualifications, and educational skills, and not by smearing or attacking my opponent(s).
During the time that I was re-reading my post I decided to check my emails and found one in there that totally set me straight and back on track and goes to the heart of my campaign and why I am running. On Wednesday, February 27th a 15 year old kid sent me an email telling me who he was and asking one question of me. He sent this through my website and I have received dozens of emails such as his requesting further information on my stances, goals, etc. His question was simply “If you become Sheriff would you be willing to put in an explorer post?” and to please let him know my response. I sat down and composed a lengthy reply stating that I had not given that much thought due to other pressing issues but now that he had raised the question with me that I thought it was important and that I would initiate a worthy program such as this as I thought it was important to engage the youth and to capture their interest in Law Enforcement early. I went on to tell him my belief that the Sheriff sets the tone for all services and with the Sheriff’s support of this program it would be worthwhile. I sent the email off and didn’t expect to get a reply as most don’t re-reply.
The reply I got back from this 15 year old kid was why I decided against posting the 3 page response. His reply was simple and to the point and most timely I might add as it gave me a better direction to go in. This is what it said “Thanks for reading the previous letter. I believe in you as being a Sheriff and I also have faith in you. I’ve asked the other candidates about an explorer post and they said it was either a waste of time or it was too much money. Thanks.” and he signed it. Now, if anyone wants to see the emails I have them as I am sure my response here will be twisted and made fun of and I will be called a liar. I also have the 3 page response printed out if someone wants to see that so that it can’t be said that I am just making it up. I said that this goes to the heart of my campaign because I feel that by responding to the dreams, aspirations, and goals of this 15 year old kid is just like what I have been saying in all my talks around the county and townships. That ONE resident does matter and ONE elected official should listen to what the residents are asking for. They are asking for programs, better quality of service, more attentiveness to the matters that affect them most and a Sheriff that will listen to their concerns, complaints and take action on them as it is not enough to simply listen. It should be noted that I think that ALL residents, whether of voting age or not, should have their opinions and concerns matter as your elected Sheriff.
I don’t think it is a waste of time or money to look into and start programs that are going to do good in our community. We lost alot of good programs that need to be reinstated and it would be up to me to fund, find fundings, people, etc to get those back on track. These are the things that are most important to the community. I don’t think it would take much effort to find either private or public funding for an explorer post and a volunteer from either the reserves or active deputies to take control of that group. Heck, I would be willing to fund it out of my own pocket if need be as at the most it will require a uniform and some printed material. But more importantly it takes the right type of leadership to develop those programs with the community always the one that will benefit.
I apologize sincerely if I offended the Sheriff in anyway, shape or form. It was never my intention to offend him or attack him but if he feels that simply running against him is offensive I don’t apologize for that. I have personally told him that it is a difference in leadership styles and a request from the community to have not only an administrator that can bring in money but also that will do other leadership things. If I have offended any deputies, jailers, dispatchers, or other employees out there, I again apologize. I simply ask you to contact me directly to hear it from my mouth exactly what my plans are. Please, please do not fall victim to the campaign by the few that do NOT want to make things, fair, impartial, and consistent for all out there. I cannot predict the future and do not know what the Federal Govt. plans are for ICE. I do know that I will continue it, expand it if possible and get OUR fair share of the revenue that it generates. I am extremely disappointed in the type of behavior that is taking place in some of the individuals that are desperate to hang on to what they deem as “power”. The real power will come on March 4th when the people will select who they feel is the one that they want to run the Sheriff’s Office for the next 4 years and yes I understand that the employees will have a voice in that so why would I do any of the things that I am rumored to want to do to lessen my chances for your vote. But with that being said I don’t back off of performance evaluations for EVERYONE including supervisors. If you are doing your job you have nothing to FEAR from the way that I would handle business and you would simply continue to do the same thing that you are doing now only with less stress. I’ve also been trying for years to recruit our local bar to help form a moot court team at one of our local high schools to compete in the annual statewide competition.
Just got back from a much warmer climate. Yes I had a good little break, thanks in advance for asking.
Now I read some mild attacks’ back and forth about Sheriff Steyer and Sgt. Stevens, that other people are waging. I’m sure Sheriff Steyer and Sgt. Stevens are NOT part of because they’re both above that.
Yes I have talked to all 3 running for Sheriff. Chief Briggs is NOT qualified to be Sheriff, I think most agree. Sheriff Steyer and Sgt. Stevens are more than qualified to be Sheriff.
I’m concerned with all these mild attacks about the two qualified candidates, that the unqualified one will win, hell he might be posting all these attacks. We all know how ignorant Seneca County voters can be? If I just started reading this blog today I would probably vote for the one that’s not getting any bad press. If some of you are trying to get Chief Briggs elected you’re doing a pretty good job of it.
Now for deputies being in “fear” of a new Sheriff coming in office, there could be a couple, but I doubt it. We must remember that most of these deputies have worked through Sheriff Neff’s term with all that embarrassment and Lt. Two Names (now I’m showing my age) that was under Sheriff Neff and left when Sheriff Neff did.
Does some things need changed, of course they do, change is good in some instances. But will it be for the Sheriff’s Office?
Lastly I would like to Thank Sheriff Steyer and Sgt. Stevens for not stooping to the level of some of your supporters. By you both staying above the cesspool I’m still 50/50 on who to vote for. Good Luck to both of you on Tues.
I think Tiffin voters, who are still confused about who to vote for in the Sheriff’s race, should do what I did. Talk to several veteran Tiffin Police Officers, who worked under Tom Steyer as Chief, and with Fred Stevens as an officer or sergeant. I’m guessing the opinion will be unanimous.

I think that after talking with the current and veteran officers you will absolutely find in favor of Stevens. 7 years is long enough to prove or disprove Steyers worth and my vote is for change.

I don’t know how well you know the folks you asked, but I would guess that is why they said what they did. Scout, I asked a few Tiffin officers about Sheriff Steyer and Sgt. Stevens. They all said either would do.
I only asked one Sheriff’s employee and he said either one is fine.Nothing will change because there isn’t going to be a windfall of money no matter what the candidates say.
But he didn’t want Chief Briggs because the supervisors are supposed to know at least as much as the deputies or more and this wasn’t the case with Chief Briggs.

I was out and about today, and found people I spoke with were pretty unhappy with the sheriff. The one thing they all talked about was Steyer being an absentee sheriff. You know, I don’t know about Steyer, but I am sure you could talk directly to Stevens. He even posted his number. You know I did not know Fred until he announced he was running for office. Since I enjoy politics, I spoke with him about his goals and qualifications. Based on that, I thought he was the right man for the job. He’s just a regular, hard-working man who is honest and will give his all to the office. There isn’t a pretentious bone in his body. So I hope you call, and if you do, write back with your opinion.
allforjustice pretty much hit the nail on the head. There were a few more points that I would like to add in addition to his. And yes, Sheriff Steyer, per your request I will state facts to the best of my ability.
9.) Leadership effects all persons employed at any agency, and it starts at the top and works its way down to the bottom. So does lack of leadership.
You stated “in the Fall (of what year?) a former Sheriff (of what county?) who is recognized by the Courts (what courts?) as an Expert Witness on Jail Administration (who apparently is nameless), spent two weeks at the Seneca County Sheriff’s Office assisting us in updating our Jail Policies and Procedures, and he is still working with us” and then in the same paragraph you stated that you are authorized 127 inmates and are currently housing around 200.
Despite this alleged former-sheriff court-expert’s help in reforming the jail, are you telling me we are still over by 73 inmates? What good did his assistance help us? And how much did this service cost the county? (And please answer the questions in parenthesis above, indicating his credentials…ironic you ask for facts and in turn provide vague descriptors).
10.) Say what you will about the Chief of Police in Tiffin, he shows up 24/7 for all major incidents and even minor ones involving officers on his department.
Example: A Tiffin PD officer struck a deer July 2007 while en route to back up a Sheriff’s Deputy north of Tiffin on SR 53. At 2:30am Tiffin Chief LaGrange came in to check on his officer and assess the damage. On Thanksgiving morning 2007, Sheriff’s deputies were involved in a long vehicle pursuit which ended when the suspect vehicle and a deputy’s cruiser collided, causing thousands of dollars in damage to the cruiser. Had you been listening to the scanner that night, you would have heard that Sheriff Steyer could not be reached. Capt. Eckelberry was contacted, but even he thought it not important to come check on the welfare of his officer (again leadership starts at the top). Oh, and I wonder if the Sheriff’s Office helped reimburse Tiffin for their wrecked cruiser, since that officer wouldn’t have been driving on SR 53 unless he was requested.
Trusting your officers/deputies and supervisors to do their jobs correctly is one thing. Caring about your officers/deputies is another. Also, as Chief Law Enforcement Officer of the County, it is sad to think a Sheriff doesn’t feel he has to show up to a scene of a murder. That implies to me that he doesn’t care about the citizens effected, but rather that a murder is just part of the business. Fred Stevens stated that he will respond to the scene and offered to make death notifications if needed. No one likes delivering death notifications, so an offer such as this is one that carries extra weight in my book.
11.) “Our deputies do process crime scenes, and they already do follow-up investigations for the crimes they respond to, freeing up our detectives time” – you seem to forget that the road patrol is the most important and fundamental part of law enforcement. The detectives were created to assist the road units, not the other way.
12.) You listed a few technology improvements that you have accomplished as Sheriff in the last 7 years. New radios (paid for by someone else), new evidence software (that helps for agency accountability, not the road patrol), a new fingerprint scanner (paid for by someone else), and new digital recorders (avg price for digital recorders are $25/ea) and new computers. Of that list, only the last two directly enhance the quality of work for your employees working the road. Computers need to be replaced every few years, so including that you let your cruisers get oil changes regularly shouldn’t be something you claim as a personal victory.
Notice no mention of the programs lost since you became sheriff. What about the county’s K-9 program? Because some pesky federal court decision requires that K-9’s attend regular training, and since training=money, the cheapest solution would be to eliminate the K-9 program.
GetSomethingDone is right, most every officer at Tiffin PD has said they support Stevens. Not So Confused, you must be asking the wrong ones. And it seems to me the ones posting signs for more than one are trying not to offend. But they all have one thing in common, not one has a Briggs sign.
I Don’t Remember: I almost forgot to answer your question on my Master’s Degree, and would like to clear up the confusion you or others might have, that I have to complete a thesis, and it has to be approved by a board before I would complete my Master’s Degree. The Academic Requirements
The Justice Administration concentration requires completion of 30 semester hours of graduate study. There are no thesis or comprehensive exam requirements for the completion of the MSCJ degree in Justice Administration Management. However, final papers in major courses will be compiled in a Professional Practice Portfolio.
So, like I said, when I complete my 5 classes I get my Master’s Degree in Justice Administration as long as I complete the previously posted requirements. One requirement that I didn’t list, the $20,000 plus tuition fee that I pay as I go.
As for the signage in yards and people at both places being politically correct, I did not expect anyone at my department to put a sign in their yard. I certainly did not send an email out to them at work asking them to put a sign in their yard.
I had employees from the S.O. ask to put signs in their yards, and I told them that I did not expect them to do that so that they didn’t get into trouble or feel uncomfortable. I believe that the actual vote and not the signage is what is the most important.

It is a shame that others feel the need to drag others into the ring during an election. I guess it is the nature of the beast. I don’t want to take up to much of your bloggers time. I feel like others have on here that I need to clear up a few rumors that people state they have heard. It is quite obvious that a certain few feel the need to discredit me for something that evidently they feel I have or they want.
I feel the hatred that some of you share for me, I am sorry that you feel that way and you believe that I in your eyes hold my self to a higher standard then others. I only wish that you would find it in yourself to approach me and talk out your differences but that like candidates before have asked is evident not to happen. I almost believe that you may be a local client because to the best of my knowledge, I have not purposely done anything to a fellow or past deputy at this office as well as any officer at any local department harm. To hold such hatred towards someone is scary and not healthy.
I will take a quote from Fred in saying; Why not post with your real name then? I agree 100% with him. If you are gong to take the time and sling mud bringing others into the picture, then have the decency to post your name to come across creditable. Some demand answers but they themselves can not even post their names.
Every election I have been through, it seems that there are always some people, a lot the same, that feed into this and the first department they go after is always been the detective bureau. Here and else where.
For the last 10 1/2 years myself and 9 years Sgt. Joseph have been in the detective bureau, there has and always has been a log of all cases worked, opened and closed that had been implemented years before our time. This has gone on for years and thus continues.
In reference to mud slinging, it is here and everywhere else. You still hear individuals bickering about this office and other offices years after they have left. When in all, it is just guilt by association and common in any workplace.
Allforjustice: To answer your comments that you heard that deputies have tried to call me out but I would not go. The last four and a half years that it has been myself and Sgt. Joseph alone, I am not aware of anytime not going out myself or Sgt. Joseph going when asked. All calls are recorded and kept thus allowing a CD present that could have been checked for the call to my residence and “no” answer from myself. There would also be an incident form as well. I believe you were not told the whole story purposely so that you would post this. If I am wrong, I am asking you for this particular date or the deputy to come forward. This not being true, I doubt you will get either.
It is also funny you bring this up at this time because a conversation just took place approximately 2-3 weeks ago about a comment similar to this. Someone of rank was saying a similar quote and when members of that shift were questioned, it was found to be untrue and just another stir of the pot. I have gone out on occasions just to look over scenes and assisted over the phone numerous times over the years for them as well. So yes I do take exception to this when it is false.
Ever since I have been at the office, the sheriffs have asked the road deputies make an attempt to do as much as possible at a scene if able to pertaining to certain offenses. The case then would and has been then turned over to the DB if the deputy believed it should, going through the process of going through his/her supervisor to get the ok to turn it over.
As for the training, I came back from CA from a training put on by AMBER Alert Training and Technical Assistance Programs sponsored by the US Department of Justice. This training was free of charge except for the $150.00 dollar round trip ticket paid by the Sheriff’s Office. I am assuming since you questioned it, you are interested in the training as well.
Basic Forensic Response to Missing and Abducted Children
This course is designed to enhance the forensic skills of law enforcement professionals responsible for crime scene investigations including missing and abducted children cases. Topics covered include: pre-planning, chain of custody issues/evidence security, crime scene identification and preservation, crime mapping and photography, trace evidence, fingerprints/palm prints, DNA/body fluids, composite sketching/forensic art and electronic evidence. Hands-on, facilitated activities will give the participants a chance to try some of the techniques taught in class.
The participant’s Department will receive a contract with the Identi-Kit Corporation which will entitle the Department to receive a license and free use of Identi-Kit software. As a result of attending this training program, participants will be certified Identi-Kit operators.
This course has been attended by other law enforcement officers in this county from three other departments to locations as far away as Hawaii. This course is one that will assist you in working on the Child Abduction Response Team (CART) which is offered free as well. This is a team made up of officers in your county from all departments to work abduction cases. Green Springs Police Chief is presently coordinating this since he is already on the Sandusky County CART team. Two deputies have requested to participate in the program as well and are to be enrolled in this program when it is in motion.
As to the paying of mileage and meals. I really believe you are being played because it is in black and white out at the office that anytime you go to training, you are entitled to $25.00 meal money a day. The mileage is as well. It has been this way the 16 years I have been associated with the office leaving it to be I believe a grievance. Just trying to help you out on this just in case this was said in regards to my meals being paid from CA.

However, I do somewhat believe what WOW posted seeing it for myself every four years. It is what we employees at the sheriff’s office refer to as jocking for positions. I see you are posting answers for allforjustice’s questions. Is Steyer too busy begging people to vote for him to answer himself or did he just appoint you as deparment spokesman.
The days of jocking for position are coming to an end whether it is now or four years from now. From what I hear even if Steyer gets re-elected he is still looking to get a goverment job. If Fred Stevens gets elected performance evaluations are coming!!! Get those boots and gun belt shined up as I doubt you will meet the minimum standards.
You say there was just a situation a few weeks ago when a supervisor made a similar comments. I am assuming you mean to your not responding when requested. You say “when members of the shift were questioned”. Were deputies interrogated by you or higher ups for their disagreement with management? Sounds like the KGB works as internal affairs at the sheriff’s office.

I would have to admit that there is a certain amount of anxiety when faced with change. Imagine how Sgt. Stevens and Chief Briggs feel with the prospect of becoming the next Sheriff, or for Sheriff Steyer if he is voted out of Office.
I’m sure the majority of us have faced some sort of change in our lives that disrupted the “normal” routine. Some deal with it better than others.
I have had the pleasure of speaking with Sgt. Stevens on several occasions. The article in today’s A-T (3-1-08), does not capture the essence of the person I know. I not only hear what Sgt. Stevens tells me but I listen.
I hope I am not the only one who has noticed. Every time I speak with Sgt. Stevens about his campaign I cannot help but notice the passion in his voice. It comes from the heart, the soul.
I firmly believe in his commitment to the Office of Sheriff. Should the citizens of Seneca County vote for Sgt. Stevens we will have a man of the highest morals, ethics and a man we can all be proud of.
I believe that all three candidates offer their own unique qualities. However, I believe Sgt. Stevens can deliver the complete package needed for success.

This is my first time reading the Blog. With all due respect, too much smack talking from many individuals. Others however do have valid points.

Do you honestly think the SO should be held responsible for a TPD cruiser that was driven into a deer? I was there that night and I am glad the Officer is okay. You cannot blame us for him being on SR 53. How about the guy the deputy stopped that required the K-9? Blame him? The Tiffin Officer was not coming out for “back up” he was enroute to do a vehicle search with his dog. Hell, I have hit two deer since then.
You do make some valid points on some things. Everybody has an opion. Unless you have worked in the trenches, that’s all it is. Do you know the difference between 123 inmates and 200 inmates? Five correction officers bringing home an income and supporting their family. I say make it 220. I worked back in the jail and at times booked in 40 people on a shift. It sucks I will admit, but it was eight hours and everybody went home safe. I provided for my family and I thank Steyer for that. About 20 other employees can thank him for that too. It is not a dig on Fred, he is a good person and a great cop. If elected, he will do a fine job. I am just tired of all the smack talking. Steyer gave me a job. I thank him and my family thanks him. Like I said before, 20 other people there can thank him too.
SODET, I can tell you he has come out to every call/scene I have requested his presence. He is there to answer all and any questions I have for him. Never once has he been too busy. Sorry to hear all the negativity.
As far as pursuits, my immediate supervisor was there. I could care less if the Sheriff or Capt was. Scanner land does not always hear everything. Though they sure arm chair quarterback everything.
Good luck to all the cadidates on Tuesday. If it’s a new change or existing admin, it does not change my love of the job. I do not fear change nor do I disagree with the current situation. For me, it’s all about the job.

Ask yourself this, even if he does get re-elected how long will it be before he gets a federal job and bails on you. You think because he gave you a job he gives a damn about you. From what I see in your profession officers help each other no matter what agency they are from. If something happens to their equpiment while doing that then that is the cost of doing business.

You say you can’t think of anyone you harmed at the SO. I could name a few that you have screwed to better yourself but I won’t without their permission. I do have one question for you though. If Steyer gets beat how long will it be before you start sucking up to the incoming Sheriff and trying to convince him you are the hardest working deptuy Seneca County has ever seen? My bet is it will be before the week is over.

ALLFORJUSTICE, (Brutal) your half right and I half thank you. I am the 1%. I “pray” for only one thing, I can walk thru my front door at the end of my shift. I do my job the best I can no matter who is Sheriff. The only one who needs to care about me is me, and the one to two other deputies working my shift. I am only one vote, sure as hell does not mean my opion is right. My wife will tell you it never is. Steyer, Stevens or Briggs, whoever it may be, I am praying for no one. My overall dedication to duty will never change, a Sheriff’s administration will. Good luck to all the candidates.
Sounds like you have some deep rooted feelings for DETSO. Almost too personal for even this forum. Respond to him directly and not thru me or in response to something I wrote, I would appriciate that.
Again, I am by no means doggin opinionated or anybody else for that matter. Too much of that on here now. There is an old saying, don’t dip in the koolade (sp) if you don’t know the flavor. Seems that a lot of people dove head first in the pitcher. What would America be without the freedom of speech.

sodep – thanks for your input. As a citizen, I should tell you I do worry about lawsuits from over-crowding, as well as the safety of folks like you and of the inmates. Keep in mind that lawsuits cost everyone money, so the tighter the ship, the better off we all are at the end of the day.

I have no problem with you and heard that you are a hard worker dedicated to serving the people of this county. My problem is with the leadership out there and a few others. Opinionated is right when he/she said leadship starts with the very top person. If that person doesn’t care about anything other than making money and nothing else going on then there is a problem. Only thing I can say to you is keep doing what you do and don’t fall prey to people who will act like your friends and burn you in the end.

There is little argument that Tom Steyer has been a big disappointment from a law enforcment standpoint. Yes, he raised more money than Weldon, but that didn’t take that much effort. What I want to know is how much crime is getting solved out there? Everyone I know has a story about a building getitng broken into or ATV getting stolen and a pathetic response from the SO. What’s the job – raising money or solving crime? Why is it that the State Patrol is now sending all these extra patrols in the county because the SO isn’t making enough stops? Why is it that there are less detectives now than there were when Weldon was sheriff? My fellow Seneca Countians: Our rural law enforcment presence is pathetic – we are better off arming ourselves. Tom is going to skip off for the next better thing that comes along – just you wait and see.
My dearest SODEP, you have the best attitude of any county employee anywhere. Keep up the good fight.
In response, when I was talking about the wrecked Tiffin PD cruiser, I was only inquiring if the sheriff offered to help, or even bothered to call to check if that officer was ok. I doubt he even had that decency. In the civil arena, some culpability and vicarious liability could fall with the officers who called for backup or a sniff, or even the bad guy had that officer been hurt or killed. Wrongful Injury or Wrongful Death lawsuits will snag everyone they can.
In your travels please remember that someone who employs you isn’t always your friend or a good leader, and also remember that someone who slings mud isn’t always your enemy.
The AT has posted that an independent candidate is filed – the Illustrious Scott Beier. Is this the same guy that works out there? Isn’t he famous for saying “Tomorrow I plan on doing less than I did today, and I didn’t do anything today!” Isn’t this the same guy that bankrupted the “Jackson Township Police Department” ? Is this the Old Guard’s last feeble attempt to hold onto power? Isn’t this the same guy that made Sheriff Neff look competent? Scott, we’re looking forward to your candidacy with pleasure.

Хорошие люди подсказали тему для бизнеса с не большими вложениями,может кому тоже полезно.Бизнес сдавать квартиры по суткам,поделитесь информацией кто в теме.Сам я бизнесом ни когда не занимался информации ноль,поэтому будет важен любой совет,с чего начать,где надо регистрироваться в налоговой или лучше по черному,и главное где давать рекламу в каких газетах,журналах или сайтах (если такие вообще есть) Сам я из Перми.
