If you want to go watch your kids baseball game you could have a fellow fireman come in for a few hours. Then on Friday night when your kid plays football he could come in for you. Happens all the time at fire departments all over. The key is that everyone works the required amount of hours for the payroll ledger to balance. That is probably why the Chiefs log is different from the actual log. The chief would know who was scheduled to work. The actual log shows who actually did the hours and when.
